| Marvin
Hankins, Ed.D.,
Marvin Hankins, Ed.D., is a Member of OSE and a Director of OKFUSE. Dr. Hankins has taught undergraduate and graduate level courses in Economics and currently serves as full-time Director for the Center for Economic and Business Development at Southwestern Oklahoma State University. He has co-authored the Great Plains General Business Index, a quarterly econometric publication designed to monitor, assess, and forecast the economy in Western Oklahoma. Dr. Hankins was appointed by Governor Keating to the Oklahoma Ethanol Development Advisory Committee. He serves on the Board of Directors for the Oklahoma Council on Economic Education. He has served in the past as the Biomass/Bioenergy Chairman for the Oklahoma Renewable Energy Council (OREC), which is dedicated to aggressively developing its renewable resources to spur economic development, improve the environment, diversify the energy supply portfolio and provide for long-term energy security for Oklahoma. He was past Chairman of the Weatherford Area Economic Development Foundation. Dr. Hankins has been the principle investigator for many rural economic and business development grants. |
He was a working participant on the Rural Initiatives component for the State of Oklahoma Five Year Strategic Development Plan. He is Vice-President (at large) for the Southwest Oklahoma Advanced Technology Association (SWOATA), a non-profit partnership of providers and users of technology committed to growing and diversifying Southwest Oklahoma's technology base. Dr. Hankins is also actively involved with economic impact analysis for value-added agriculture projects in Western Oklahoma. .

| Philip
Kenkel, Ph.D.,
Phil Kenkel is a Professor in the Agricultural Economics Department at Oklahoma State University and holds the Bill Fitzwater Cooperative Chair. He received a B.S. in Agricultural Economics, a M.B.A and a Ph.D. in Agricultural Economics from the University of Kentucky. Dr. Kenkel's recent research activities include feasibility assessment for value-added cooperative ventures, and the development of decision aids that enhance the performance of existing cooperative businesses. The Chair programs also include an undergraduate cooperative class, a cooperative internship program and management of undergraduate and graduate research projects. Dr. Kenkel also works closely with Oklahoma State Universities Food and Agricultural Products Research and Technology Center. Dr. Kenkel has developed numerous feasibility templates and publications for the Agricultural Market Resource Center, a national clearinghouse for value-added information.

Dr. Kenkel has authored more than 200 research and extension publications, presented over 40 papers at professional meetings and conducted training sessions on producer owned businesses in 5 countries.

| Scott Blubaugh,
Scott Blubaugh is a Member of OSE and a Director of OKFUSE. He manages and operates 1,500 acres of crop and grassland in north central Oklahoma and produces wheat, corn, grain sorghum, soybeans and alfalfa. He has served on state and national policy committee for the Oklahoma Farmers Union and has been involved in other boards and associations. He is a member of the Ag Taskforce for the Tonkawa Chamber of Commerce, a field organizer to work on agricultural legislative issues for an eight county grassroots organization. A member of the Oklahoma State Ethanol Advisory Committee, a Member of that organization's Nominating Committee, a Farmers Cooperative Association Delegate, and a Member of the National Policy Drafting Committee for the National Farmers Union.

![]() He also has a cow/calf herd and stocker operation and custom combines crops in the local area. Mr. Blubaugh is a Oklahoma Farmers Union member and insurance agent.

| Ronal
McMurtrey,
Ronal McMurtrey is a Member of OSE and a Director of OKFUSE. He graduated from Oklahoma State University with a Bachelor of Science Degree in Agriculture Economics. He has owned, managed, and operated a farm and ranch consisting of 3,200 acres for over forty-five years. He produces wheat, grain sorghum and alfalfa and his and as part of his integrated operation he runs stocker calves on wheat pasture. Mr. McMurtrey is an Oklahoma Farmers Union member currently serving on the Policy Committee. He is active in the Oklahoma Wheat Growers Association, the Oklahoma Grain and Stocker Producers, the local cooperative, and other boards and associations.

Covey,
James Covey is Chairman of the House Agriculture and Rural Development Committee. He Farms and ranches in Custer County, Oklahoma. He is a graduate of the University of Oklahoma and received a Bachelors Degree in Business Administration. Mr. Covey served on the Custer County FSA Committee and is a Board member of the Custer Country Cooperative Association and various other boards and associations. Mr. Covey was instrumental in bringing nearly 150 million in new construction and improvements to the transportation system in his district. He leads the effort to create the Small Business Development Center and Program in Weatherford in conjunction with Southwestern Oklahoma State University.

He is Past President CCFB, 1988-1996; CCCA, 1984-1987, Past Chair, OFB Wheat Committee, 1990-1996, Past Member, CCASCS 1982-1992, LLA and CC Cooperative Association Board Member, 1978-1996.
